On an annual basis - for the period of two years - provide $13,000 to each flagship school to fund thirteen $1,000 character/citizenship scholarships for the express benefit of the students of each flagship school.
On an annual basis - for the period of two years - provide matching funds up to the sum of $20,000 to flagship schools as its students endeavor to raise monies to build thirteen $20,000 scholarship endowments for the express benefit of the current and future students of each flagship.
Provide all visual media in the form of banners, posters and flags to be displayed within each flagship school to promote the thirteen character traits that students in each school have chosen as their unique hallmark.
For a period of two years, fund necessary fees associated with providing motivational speakers for each school as it builds its historic character scholarship endowments.
For a period of two school years, the ASF headquarters will provide regular visits to each flagship school to support the ASF initiative.
